What is the relationship between UGC, Research Grants Council (RGC) and Quality Assurance Council (QAC)?

  • Both the RGC and QAC function as semi-autonomous and non-statutory advisory bodies under the aegis of the UGC. Yet, they respectively have different membership with totally different functions. The former advises the UGC on the needs of Hong Kong's higher education institutions in the field of academic research and for the distribution of funding for academic research projects undertaken by academic staff of those UGC-funded universities. The latter assists the UGC in assuring the quality of all programmes at the levels of sub-degree, first degree and above (however funded) offered by UGC-funded universities.
