Press Release by Chairman UGC
Formal Announcement of Administration's Final Decision on HER

Dr Alice Lam, Chairman of the University Grants Committee (UGC), joined the Secretary for Education and Manpower in a press conference today (27 November) to announce the Administration's final decisions on the UGC's Higher Education Review.

Speaking at the Press Conference, Dr Lam said, "I am very pleased with the Administration's decision to accept almost completely the UGC's final recommendations."

"The HER recommendations set a clear strategic direction for the further development of higher education in Hong Kong. The recommendations aim to encourage diversity in the sector, promote performance and collaboration among the universities, and provide assured articulation opportunities for students with sub-degree or other qualifications," Dr Lam added.

The UGC plans to implement the recommendations, especially those involving modification of the funding methodology, in the next triennium. "I am glad that the Administration has accepted the UGC's suggestion to roll-over the current triennium for one year to cover the 2004-2005 academic year, thereby postponing the next triennium to 2005/06 - 2007/08. This will allow the UGC more time to work out implementation details in consultation with parties concerned," Dr Lam said.
