The Chief Executive's 2021 Policy Address

The Chief Executive's 2021 Policy Address has announced a number of major initiatives which seek to leverage on our universities’ strengths to develop Hong Kong's research and development capacity. Some highlights are as follows:

  • The UGC-funded research postgraduate (RPg) student over-enrolment ratio will be increased progressively from 70% to 100%.
  • The UGC has been invited to consider the feasibility of increasing the 5 595 RPg places which has been kept at this level for many years.
  • The Research Matching Grant Scheme will be extended by two years to 2024.

The CE will also support several proposals for campus development and establishment of research institutes in pursuit of the objective of innovation and technology hub development under the National 14th Five-Year Plan.

To complement the policy direction, the UGC will explore allocating additional funding from the Research Endowment Fund for the Research Grants Council to better support research activities.
