Working Group on Open Access (WGOA)

Terms of Reference

1. to steer the implementation of the Open Access Plan (the Plan);

2. to steer the construction of the RGC Publication Gateway (the Gateway);

3. to steer the consideration and design of the funding support model and the setting up of progressive open access targets for individual universities based on the information collected from the respective universities in accordance with the Plan;

4. to monitor the implementation of the progressive open access targets for the universities;

5. to steer the implementation of the data sharing pilot scheme;

6. to advise the Research Group on whether the initiatives in the Plan should be updated in tandem with the development of open access globally; and

7. to consider feedback from the universities on the implementation of the Plan.
