Institutional Development Scheme (IDS) Research Infrastructure Grant 2024/25 Exercise
  1. The overall quality of proposals in this round had declined as compared to previous years with only one proposal recommended for funding. The recommended proposal was well-developed with clear research focus and objectives. Collaboration plan involving suitable expertise with a strong track record was also articulated appropriately. The feasibility of the study and the expected deliverables were properly outlined in the proposal.

  2. Though some other proposals showed great research intentions, they lacked clarity in defining research framework as well as the focus on specific research directions. Some failed to provide adequate elaboration on expected deliverables and the sustainability of the proposed infrastructure. Clear milestones with implementation strategies and synergy between the proposed project and existing research centres were often missing. Addressing these gaps to enhance the overall clarity and feasibility in achieving research objectives would enhance the quality of future submissions.

  3. Some proposals were found to be too ambitious with broad scopes and too many objectives. Project teams were advised to reduce their scope to enhance the feasibility. The Panel expressed concerns on the inadequate expertise or manpower in the proposed research fields of some proposals, casting doubt on the implementation and effectiveness of the projects. Some proposals lacked convincing articulation on the expected impact on research capacity within the institution and the society, resulting in reservations on funding recommendation.

  4. Some proposals requested excessive budgets, e.g. huge amount of funding for employment of supporting staff. Project teams should be reminded to allocate sufficient time in carrying the project on their own rather than heavily rely on the supporting staff to do the research work. Some project teams also requested a large amount for purchase of software licenses, personal electronic devices or standard office equipment. However, the institutions should be responsible for providing these standard items and budget requested for these items would not be supported unless with sound justification.
