Task Force on the Bachelor of Veterinary Medicine Programme of CityU (BVMTF)

Terms of Reference

In the light of the Government's advice that there is a prima facie case to consider introducing a professionally-accredited undergraduate training programme in veterinary medicine in Hong Kong, to advise the UGC on City University (CityU)'s Bachelor of Veterinary Medicine (BVM) programme proposal, and in particular,

  1. To consider whether CityU's proposal is appropriate in terms of the model of a fit-for-purpose, small professional veterinary medicine training with a top-heavy or overweight postgraduate and research programme which should best suit the needs of Hong Kong;

  2. To consider whether the budgeting, expenditure forecast, funding support and sustainability of the proposal would enable the publicly-funded vet programme to be offered on a "cost-neutral" basis for the UGC and the Government;

  3. To consider accreditation arrangements and further whether students will be able to practise veterinary medicine in Hong Kong upon graduation with no conditions attached; or failing which, a viable exit plan will be in place to ensure that students can be transferred to a programme of another institution, the qualification from which is recognized by the Veterinary Surgeons Board of Hong Kong for professional practice; and

  4. To consider any other issues related to CityU's BVM programme.
