Dr David G Carter served as Chancellor of the Connecticut State University System from 2006 to 2011. Prior to being named Chancellor, Dr Carter served as President of Eastern Connecticut State University for 18 years. He also served as Professor of Educational Administration at the University of Connecticut. He holds a PhD degree from Ohio State University.

Dr Carter has served as Chair of the Board of Directors of the American Association of State Colleges and Universities. He was a member of the Board of Directors of the American Council of Education. He also served as Treasurer/Secretary of the National Association of System Heads, and he was a member of the International Association of University Presidents. He has participated on a number of state and national audit panels charged with evaluating the programmatic and educational effectiveness of academic programs.

Recently retired, Dr Carter currently is the immediate past Chairperson of the Board of Directors of the Council for Higher Education Accreditation (CHEA). As CHEA Board Chairperson from 2010 to 2013 and member of the Board from 2006 to the present, he has been actively involved in the quality assurance activities of CHEA. He has participated in the development and benefitted from implementation of the programmatic offerings at the annual CHEA conferences. Most recently, he participated in the inaugural meeting of the CHEA International Quality Group (CIQG), which focuses on assisting institutions of higher education as well as assessment groups in enhancing academic quality on the international level.
