Terms of Reference

  1. To advise the University Grants Committee (UGC) on quality assurance matters in the higher education sector in Hong Kong and other related matters as requested by the Committee;

  2. To conduct audits and other reviews as requested by the UGC, and report on the quality assurance mechanisms and quality of the offerings of universities;

  3. To promote quality assurance in the higher education sector in Hong Kong; and

  4. To facilitate the development and dissemination of good practices in quality assurance in higher education.
