The UGC is established, among other missions, to advise the Government on issues relating to higher education development which the Chief Executive of the Hong Kong Special Administrative Region may from time to time refer to the Committee.

This role of the UGC is enabled by its composition, which includes prominent overseas academics, local figures with extensive knowledge about the sector and prominent local community leaders. Input from both local and overseas members enables the Committee to offer sound advice to the Government which is both appropriate to local conditions and relevant to the trend of international developments.

The UGC also maintains an effective link with its overseas counterparts and higher education institutions/authorities abroad to keep itself current with developments of other jurisdictions.

In pursuance of this role, one of the major initiatives of the UGC during the reporting triennium was the launch of another review of higher education in Hong Kong. The Review aimed to map out how the sector should further develop to facilitate Hong Kong's transformation into a knowledge-based economy.
