Campus Development Work for the Implementation of "3+3+4"

The normative four-year undergraduate curriculum under the new "3+3+4" academic structure will begin from 2012/13 academic year. This is an important milestone of the education reform in Hong Kong, and the UGC do attach great importance to the relevant preparatory work. A dedicated "3+3+4" Group was formed under the UGC to consider and monitor the developments related to the implementation of the new academic structure in the UGC-funded institutions. Implementing the new four-year curriculum will result in a considerable increase in the overall undergraduate enrolment of the UGC-funded institutions. Institutions will need to make available more space and facilities in order to provide a suitable teaching and learning environment for supporting the new academic structure. With the support of the UGC, the Legislative Council approved a total of $5.84 billion for the UGC-funded institutions to carry out 12 capital works projects to provide additional space and facilities required by the implementation of the "3+3+4". We would like to take this opportunity to talk about these capital projects.

HKU's Centennial Campus
HKU and the Government, after years of detailed planning, relocated the service reservoirs at the west of HKU's Main Campus into an artificial tunnel at Lung Fu Shan. The vacant site was then granted to HKU for the construction of its Centennial Campus. The whole development consists of two phases (including three academic buildings and a podium), providing additional space of some 78 900 square metres (m2) in construction floor area (CFA), to accommodate teaching and learning, research, administrative, library, and amenity facilities, etc.
CUHK's Campus Development Projects
CUHK is carrying out four capital projects providing some 44 700 m2 of additional space and facilities in total. The four projects are (i) an extension to the existing University Library at Central Campus including the provision of a 24-hours interactive learning workshop to meet modern learning needs; (ii) an integrated teaching building at Chung Chi campus to provide innovative teaching and learning facilities; (iii) a student amenity centre, next to the Chung Chi Tang, to better integrate learning with student activities; and (iv) a centralized general research laboratory complex (left) at the north of the existing campus (Pak Shek Kok, Area 39) for use by Faculty of Science and Faculty of Medicine.
HKUST's Campus Extension Works
HKUST is carrying out two capital works projects, including an extension to the existing academic building to provide laboratories, study spaces, library, exhibitions venues and restaurants, etc; and the construction of a new academic building (left) at the south of its campus (i.e. the site of former Shaw Studio) to provide accommodation for the School of Business and Management and the new School of Innovation Technology and Management to be established in 2012. The two capital projects will provide some 27 900 m2 (in CFA) of additional space and facilities.
CityU's Academic and Administration Building
CityU is constructing a new academic and administration building which located between the main campus and a cluster of student hostel blocks across Cornwall Street. The building will provide some 39 200 m2 (in CFA) of additional space including teaching and learning, research, administrative and amenity facilities. The green building design displays the energetic characteristics of the university campus and the building will become a landmark of CityU.
PolyU's Phase 8 Development
PolyU is carrying out the phase 8 development to construct a new academic and administration building at a site to the northwest of its campus. The building will provide about 46 100 m2 (in CFA) of additional space, including classrooms, lecture theatres, laboratories, study space, offices and amenity facilities, etc. Open space of about 7 850 m2 at various locations of lower ground floors and the podium deck will be provided under the project and can be accessed by the public. A pedestrian tunnel will also be constructed to link up the phase 8 development with PolyU's existing campus to avoid causing disruption to the busy traffic flow of Chatham Road.
HKBU's Campus Extension Works
HKBU is carrying out a redevelopment project at the Baptist University Road, involving the demolition of seven existing low-rise block and an open carpark for the construction of a new 13-storey main building and a new three-storey Annex block. The project will provide some 36 200 m2 (in CFA) of additional space and facilities, including classrooms, laboratories, offices, sports and amenity facilities, etc. The project makes better utilization of valuable land resources to improve teaching and learning environment.
LU's New Academic Block and Student Hostel
LU is constructing a composite building at a site adjacent to its existing campus. The building provides about 5 400 m2 (in CFA) of space for academic facilities on the lower floors and 600 student hostel places on the upper floors. The open space on the ground floor of the building can be accessed by the public during school hours to achieve resources sharing and harmonious relationship in the community.

Construction works of all the above projects are in full swing for completion before commencement of the new four-year undergraduate programme in September 2012. We noted that the timelines of some projects are very tight. The UGC is closely monitoring the works progress, and where necessary, will invite institutions to prepare contingency plans to cater for potential delay of their projects.
