Capital Grants
Capital works projects for UGC approved activities carried out by institutions are supported by capital grants. These are sought from the Administration on an annual basis by way of two exercises, namely the Capital Works Programme, and the Alterations, Additions, Repairs and Improvements (AA & I) Programme.

The former exercise handles mainly major building projects costing more than HK$21 million each. The latter deals with relatively smaller scale projects costing not more than HK$21 million for alterations, additions, repairs and improvements to the campuses, minor slope stabilisation works and detailed design works for proposed UGC-funded building projects etc.

All proposals are first vetted by the UGC before the selected ones are put forward to the Administration. Projects under the Capital Works Programme are subject to a general competitive selection process by the Administration, before being submitted individually to the Legislature, when detailed design has been done. AA & I projects are dealt with under a "Block Vote" approved by the Legislature.

Under the UGC Capital Works Programme, capital proposals submitted by the institutions in September every year are normally considered by the UGC in January the following year to coincide with the Government's annual Capital Works Resource Allocation Exercise. Regarding the AA & I proposals, they are usually considered by the UGC in July/August every year and the recommended bids will be submitted to the Administration in October in the same year.
