Following the announcement of the appointment of Dr Alice Lam to chair the University Grants Committee (UGC) with effect from 1 February 1999, Dr Edgar Cheng said :

"Dr Lam is an excellent choice to chair the UGC. She has strong links with Hong Kong's higher education sector and a strong record of community service. I am sure that, under her leadership, the Committee will continue to flourish and respond positively to the challenges ahead."

"Although my term at the UGC has been brief," Dr Cheng said, "I have greatly enjoyed the experience of working with all the various key people in education in Hong Kong. I have also learned a lot in a short time about the key issues facing Hong Kong today in the educational field. I will carry this experience with me to my new appointment as Head of the Government's Central Policy Unit, where I will now be better equipped to support policies designed to give education the priority it deserves in our society"
