Press Statement on UGC's Review of Teacher Education

In early July 1997, the SAR Chief Executive announced, as one of a range of measures aimed at improving the quality of school education in Hong Kong, a new policy objective of requiring all new teachers for primary and secondary schools to have university degrees and be professionally trained in the foreseeable future.

Subsequently, the Secretary for Education and Manpower has asked the UGC to conduct a review and advise on how best to plan the future development of the tertiary sector to meet the above policy objective.

In view of the significance of the Review, and its far reaching implications for teacher training and the quality of primary and secondary education, the UGC has formed a new sub-committee, Teacher Education Sub-Committee (TESC) to conduct the review and make recommendations. The UGC discussed the subject during its meetings last week and gave preliminary consideration to a range of possible options that might be recommended to meet the new policy objective. Since the UGC has only started work on the Review recently, it is premature to speculate on the outcome.

The UGC is aiming to complete its review and submit a report to the Government in early 1998.
