What is the University Grants Committee (UGC)?

  • The UGC is a non-statutory advisory committee responsible for advising the Government of the Hong Kong Special Administrative Region (HKSAR) (the "Government") on the development and funding needs of its funded universities. Its members are appointed by the Chief Executive of the HKSAR and comprise local and overseas accomplished academics, higher education administrators and eminent community leaders.

  • It is served by the University Grants Committee Secretariat, which is a government department staffed by civil servants and non-civil service contract staff.
